    The objective of this study is to analyze the Family Practice in the fight against domestic and family violence against women, in the Court of Justice of the State of Maranhão - Imperatriz, from the cases that were referred to the social service in the period of 2011 to 2015, seeking to identify the procedural treatment that is given to women who suffer domestic violence and have their family conflicts judicialized. The theoretical trajectory starts from the contextualization of the patriarchy, following the contours of the history that the violence against the woman has reached. The influence of Portuguese Law, for the formation of Brazilian law. It presents the struggle of feminist movements in the international arena for the recognition of the rights of Brazilian women. Then presents the Law Maria da Penha and the innovations of this legal institute. Finally, it presents the documentary research that will substantiate the proposed study, where it can be perceived the necessity of the participation of Family Varas in the construction and implementation of the network to combat domestic and family violence against women in the Comarca of Imperatriz MA.

    Intervenção urbanística e violência urbana em Belém: a experiência do Projeto Orla no Bairro do Jurunas

    This work was carried out in order to understand the issue of violence in the context of the urban intervention program in the neighborhood of Jurunas. Since 2006, the city of Belém has been holding the Orla Project, a constituent element of a broader macro-drilling intervention in the Estrada Nova water catchment area, called the Portal da Amazônia, reaching residents of five neighborhoods. From the thematic presented, our objectives were: To understand how the violence manifests itself in the area circumscribed to the Orla project; Identify the characteristics of this violence; To verify the perception of the residents regarding the effects of the project and the phenomenon of violence in the affected area; Identify how they deal with this phenomenon; and Verify how the Public Security agents act in the areas. In order to achieve our objectives, we use the method of historical-dialectical materialism as a perspective to carry out a critical analysis of the processes resulting from urban intervention and the intensification of violence in the area affected by the project, which can be made possible by the dialectical method; to apprehend the particularities capable of elucidating the phenomenon in its essence and totality. Thus, the qualitative research and its instruments were chosen as a methodological path in order to operationalize the method. The selection of bibliography and its study is cited; the documentary analysis of the Orla Project; the semi structured interview with 42 families living in the villages: Vila Passarinho, Vila Valério, Vila Santos, Vila Gigi and Vila Maria Izabel, affected by the Orla project. The research reveals that for the residents, urban violence is materialized by the actions of crimes, such as robberies, drug trafficking and the common robberies that take place in Orla. It has also been shown that in the last years the residents face the new phenomenon of violence produced by "militia" organizations. It is evident that the problems generated by urban infrastructure actions are perceived as natural and unrelated to the issue of violence experienced in everyday life. In the case in analysis, it is verified that the residents do not articulate the issue of violence, its increase and diversification to the absence of public policies in the neighborhood of Jurunas. Therefore, the issue of urban violence in the neighborhood of Jurunas leads us to predict that in the case of the Orla Project urban violence and the experience of the same by residents of the areas circumscribed to the project has been naturalized, given the dominance of daily life by criminal organizations . In addition, the state is seen as absent in this region from the failure to implement public policies, which also means a form of violence which we call "invisible violence," and this omission leaves those who in fact need state action every time more vulnerable and prone to crime.

    Movimento negro em Belém : ação coletiva de combate ao racismo e defesa de negras e negros

    The object of study of this dissertation is the collective action to combat racism and defense of blacks and blacks, whose main objective is to investigate, the practice of collective action to combat racism and defense of blacks and blacks in Belém do Pará in the period from 1995 to 2013, based on theories and concepts related to collective actions and social movements. The methodology, method and techniques of research followed the theoretical basis that we propose to follow. The method used is the Marxist and the methodology was given by historical-sociological procedure involving literature review, bibliographical research and field research whose techniques used were: observations, interviews (semistructured and participant) and documentary survey of the reality of the Black Movement in Belém, articulated with that of the Brazilian Black Social Movement. The results we get are that there is a Black Movement organized in Belém, with characteristics inherited from its historical time, that is, that dialectically, can be influenced by a given context to be more reactive or more conservative. Today it is in a very worrying ebb and that the practice of a collective action to combat racism that articulates the other actions, should be made collectively by all black movements, be more diluted. Our conclusions are that the production of this dissertation is innovative, current, important, relevant to the academy and socially, for the intellectual formation of its author, whose same can contribute with new researches and with the research already done on the theme of the black in Belém, and more, to call the attention of black and non-black students to the need to have an active Black Movement capable of carrying out collective actions that increase the self esteem of youth, women, men, children and, if possible of the entire black population of Belém, so that it can know the rights it has, secure those it has already conquered, fight for new rights and forge strategies that can confront the ruling and racist classes, in time and space, in which all but the most affected are always black and black, so I believe that we can only overcome racism if we act collectively and integrated throughout Brazil.     This dissertation aimed to elucidate the political, ideological and economic determinations in the programmatic contradictions regarding the reality of the social worker's work in social security, starting in 2009, the priority attention to the demand of the BPC, social assistance policy secondary to the assistance to the Insured to access their social security rights. It is argued that the Brazilian Social Security, especially the Social Security and Social Assistance policies, suffered from the impacts of the implantation of the neoliberal governments that began in the country since the 1990s. Mainly, the commitment made by the right-wing governments and the government of the With the guidelines of the World Bank in a way that metamorphosed the concept of Social Security established by the Federal Constitution of 1988. From this debate we analyze how these determinants affect the centrality of the work of the social worker in the Brazilian Social Security , From 2009, began to prioritize the demand for the Continuous Benefit, linked to the Social Assistance Policy, secondarily providing assistance to policyholders to access their social security rights. The field research was carried out 6 agencies of the Social Security located in Belém of Pará, whose subjects were: 12 social workers, 3 medical experts and 7 managers of the respective agencies. As a data collection instrument, the semi-structured interview was applied, in addition to systematic observation. As theoretical-methodological contribution, Marx's social theory and the dialectical historical materialism method were chosen in view of the successive approximation of the real, starting from the assumption that the essence of the object to be known does not appear in the appearance of the phenomenon, Which demands of the researcher a movement of approximation with the object, that denies it, that abstracts it and that concretizes it, trying to apprehend the content of this form of work beyond its appearance, but starting from them, through the mediations of its determinations, Seeking to unveil the contradictions put in this social-occupational space. Political, ideological, and economic determinations are deeply mediated by changes in the world of work following the 1970s productive restructuring, such as unemployment, job instability, and increased informal work, when workers are unable to gain access to the protective system regulated by Social assistance policy. Still, that with an increase in the industrial reserve army, without wages, workers live in extreme poverty and, therefore, the State, through the revision of neoliberalism in its constituent bases, adopts a model in Brazil called "social liberal" where the World Bank in exchange for financial loans, implement social policies focused on this public.

    Serviço Social e o projeto ético-político da profissão: dilemas do trabalho profissional nos programas urbano-habitacionais

    This study seeks to analyze the intervention of the professional work of the Social Service in urban-housing projects in Belém considering the different orientations between the ethical political project of the profession and the governmental demands to the professional exercise in these projects. The research was developed based on the dialectical materialist method for the investigation of the phenomenon, having as methodological procedures: documentary and field research (through interviews). The study is based on theoretical references on urban space and the capitalist state, as an analysis of how the space was formed, identifying that the structuring of the cities occurred through a hygienist policy with a strong market trait, creating an abyss between the spaces for the ruling elite and the working class. Therefore, we prioritize in the bibliographical survey, classical and contemporary authors, who discuss the logic of city production. For the collection of information by the interviews, we applied a structured questionnaire with the following variables: identification of the interviewee and which project acts or acted; what are the main governmental demands; what activities they develop within the team; what is the meaning of the ethical-political project; if there is possibility of professional performance in accordance with this project; what professional strategies are used in defense of users; what are the positive aspects of professional work in social technical work projects; what are the dilemmas of acting; challenges for professional action based on the ethical-political project. The survey was carried out in the second half of 2017, reaching 10 (ten) Social Assistants who work in different institutions of public or private nature, such as Municipal Housing Secretariat, NGO and outsourced company that implement the social technical work project. An important element of analysis for the research refers to the refusal of the majority of the professionals sought to participate in the research, and everything indicates that this fear is related to the precarious employment relationship. They are Social Assistants hired. The analyzes point to the fragile knowledge that professionals have regarding the ethical-political project and how to have a professional practice taking this project as a horizon. Thus, the results of this dissertation indicate that the Social Assistants interviewed still see a distance between theory and practice and, although they recognize the importance of the ethical-political project, they consider that daily is a limiting factor for a critical and transformative practice.

    Relações de trabalho na comunidade ribeirinha Santo Ezequiel Moreno em Portel, Marajó-PA

    Our task in this work was to try to understand how the advance of capitalism over non-capitalist territories affects labor relations in traditional communities in the Amazon. The starting point is the case study of the Santo Ezequiel Moreno community, located in the interior of the municipality of Portel / PA, in the 1970s and 1980s. The methodology involved the presentation of the method of analysis and exposure, the importance of the qualitative approach, the methodological procedures for the exposure of the object and the techniques used in the research. In the discussion of the results we can see the coexistence of capitalist labor relations in non-capitalist territories. These relations depended on the mediation of social individuals who were willing to trade commodities. Still in the synthesis and discussion of the results we defend that the social reproduction of the residents of the community, in the decades of 1970/80, therefore, depended on the realization of products of the work in the exchange for money through atypical labor relations to capitalism. The conclusions reveal that labor relations involved the exploitation of the labor force in self-employed forms and the production of surplus value. These determinations appear in the exposition of research as a starting point for capitalist production on atypical bases.

    This dissertation addresses the implications of large health projects in traditional communities of Barcarena / Pa. The objective of this research was to analyze the relationship between the impacts of large companies on the health of the traditional communities of Barcarena, health conceptions and practices of traditional communities and those introduced by the modern state through health services. For that, an exploratory study was carried out, through ethnographic research, anchored to the contribution of the dialectical historical method. Thus, with the opening of the capitalist logic in the region of Barcarena, with the creation of the industrial pole, there was the unbridled exploitation of natural reserves, the appropriation of the suppression of pre-existing social and cultural relations to this logic, the suppression of the violation of rights of the traditional communities and rupture in the traditional identity of the residents, besides promoting, through the industrial activities present in the region and its environmental impacts, consequent situations of risk to the health of the populations through the contact with waters and soil inadequate for use that led to changes in the structure of local communities. Official public health has neither accompanied the quantity nor the complexity of the demand generated by the transformations in the municipality, according to the researches carried out, whereas traditional health practices have persisted and become forms of resistance, as affirmations of traditional identities and also as the coverage of public services are being made available.

    O/A idoso/a na política de assistência social: um estudo nos espaços da proteção social básica no município de Belém-PA

    This study aims to analyze the relationship between the legal and the real with regard to the Social Assistance Policy regarding the offer of actions in the Cohabitation Service for the elderly in the municipality of Belém-PA. The research had as method of investigation the historical and dialectical materialism, having as technical-operative procedures: bibliographical, documentary and field survey. The bibliographical survey prioritized beyond the statistics on longevity the debate of classic and contemporary authors problematizing human aging in the context of the production of capitalist inequalities, understanding it as a socially constructed category. The documentary survey consisted of readings of national and international documents, as well as documents from federal agencies, in order to identify the demographic aspects of aging at the national and local world level, as well as, if a historical overview of the policies of social protection to the elderly in Brazil, having as initial mark the guidelines implemented by international organizations. The field work consisted of the systematic observation of the twelve CRASs and the Zoé Gueiros Third Age Co-existence Center, as well as the consultation of technical documents produced to guide the actions carried out with users such as reports, projects and programs, in addition to, of the medical records of the elderly. In addition, a semi-structured interview with five professionals from four teams was also carried out to analyze how they evaluate the limits and possibilities for the materialization of the precepts of the Policy at the local level. The results indicate the contradictions between what the Assistance Policy advocates with the reality observed in the Coexistence Service's execution spaces, thus, it was identified the precariousness in the physical structure and in the material and human resources used in the CRAS, as well as the unequal treatment that the Municipal Assistance Policy offers to the Zoé Gueiros Center, which is the only space that meets the structural and accessibility requirements set by the Policy. Also, it was found that women in the age group of 60 to 69 are the main claimants of the Service, mainly because of the isolation condition in which they live which leads them to be regularly served by the Service, resisting the dismissal after two years of admission, recommended by the Policy, this situation leads to the technicians' effort to make feasible strategies that legitimize the permanence of these elderly women in the Service, demonstrating the contradiction existing in the Politics characterized by the discourse of access universalization and the real difficulty in its materialization. It is concluded, therefore, that in spite of advances in the scope of the Assistance Policy, in particular with regard to the Coexistence Service for the elderly, the materiality of the actions, today, are still permeated by weaknesses. In this sense, it is considered that there are structural and management limits that directly affect the materialization of actions, because what is observed in reality is that the social assistance spaces attend minimally to what predisposes the Policy, which leads to both effort and improvisation of professionals in trying to attend to what the Policy advocates. Therefore, it is evident that the real and the legal regarding the offer and execution of social assistance services dialogue minimally, in the spaces of execution of the Policy in the municipality of Belém-Pa, especially in the Coexistence Service.

    Remanejamento urbano e política habitacional: mudanças no cotidiano das famílias da Comunidade Riacho Doce

    Urban interventions are measures adopted by the State to provide the city with infrastructure aimed at improving the population, a measure adopted by the housing policy that in most cases requires actions to relocate low-income families living in areas of precarious settlements such as the cases of Belém-PA. In this way, it is proposed to investigate the effects of relocation on the daily life of the families by the Riacho Doce project-PAC. It is a research with approach of dialectical historical materialism method, with research strategy the case study as the process of triangulation of the data, so that used the application of three forms: The Housing Adaptation Form, the Family Routine Inventory (IRF), the socioeconomic; with the signing of the Term of Free and Informed Consent. This research has a quantitative and qualitative character of exploratory character in which one has as the main techniques: Observation, field research and structured and unstructured interviews. We interviewed 8 residents who were relocated in 2014 and are currently receiving housing assistance through the Riacho Doce-PAC project. The data collected were systematized through the Microsoft Word program, excel, also the QSR/NVivo software was used. It was verified that during these two years of transition (2014-2016) caused a change in daily life from the loss of work, housing, community disarticulation, increased morbidity and marginalization of these families in the midst of the process of full insecurity. It is recommended in this transition process to minimize the negative effects that it is essential that the materialization of their rights in the guarantee of habitability improvement with the enforcement of the rights provided for in the operational norms by the State and by the private institutions involved, through compensation resources that may be compatible with the process. It is also important to highlight the participation of all those involved in the process, after all it is a strategy that will certainly contribute to the success of the project. Therefore, the study is contributing with the production of scientific knowledge in the discussion about urban relocation and the effects on family everyday life such as impoverishment, since there is no solid field of research concerning the relationship between relocation and daily life through research in family routine here in Brazil.

    This dissertation work has as its title: Political Culture in the Management of SUAS: a study in small municipalities of Pará is a qualitative research, where the methodological procedures used were: bibliographical and documentary research, interviews focus groups, semi-structured interview, participant observation and content analysis. The empirical universe of this research, through the direct contact with four segments of subjects in the context of SUAS distinctly identified, are: Managers; Counselors; Technicians and Users of the Social Assistance Policy of the municipalities of Salinópolis - PA and Inhangapi - PA, both municipalities chosen to be part of the Regional Survey EVALUATING THE IMPLEMENTATION OF THE SINGLE SYSTEM OF SOCIAL ASSISTANCE IN THE NORTH AND NORTHEAST REGION: SUAS meaning for coping with poverty in the poorest regions of Brazil, which is part of the National Survey EVALUATING STUDY OF THE IMPLEMENTATION OF THE SINGLE SYSTEM OF SOCIAL ASSISTANCE IN BRAZIL, through this study, we seek to understand the Political Culture implicit in the management process in small municipalities and how, after nearly two decades of implementation of SUAS, understandings, attitudes, and practices in the operationalization of social assistance policy still reflect non-democratic principles of a non-citizen political culture. The reality of the research was to identify patterns of an undemocratic and non-citizen political culture, whose predominant brands are expressed through patronizing, paternalistic, assistentialist, subalternizing and poverty servility practices, which are observed with greater expressiveness, especially in the a municipality where the "first-damismo", occupying the management of SUAS, exercises domination and cooptation in a veiled way, validating the political order, and materializing non-politics, under the "pseudo" caricature of the state.

    This dissertation has as object of study the demands presented by the families in the scope of Social Assistance in the municipality of Parauapebas located in the state of Pará / Brazil. The objective of this study is to investigate how the Social Assistance policy intervenes in the perspective of guaranteeing social rights, based on the demands presented by the families in the CRAS and CREAS of the city of Parauapebas (PA). The analysis is based on the critical dialectical method as it assists the movement of social reality and the phenomena that it presents, in order to overcome the appearance of the demands of the families that express themselves in the scope of the Assistance, in search of the apprehension of the processes related to the multiple spheres of social relations that affect social policy and the families that resort to it. Thus, this dissertation points out that a strong characteristic of Brazilian patriarchal society is still present in the particularity of Parauapebas, because, in the scope of Assistance, issues of violation of law, where children and adolescents are the main victims, stand as issues from intimate forum to family, linked mainly to the role of women in the care and protection of their loved ones. In this way, the family and the welfare experience inflows of the social structure that exists beyond the subjective environment where the relations are more restricted to the family environment, based on the neoliberal logic of capitalist accumulation that generates setbacks in the field of social rights, where the State it becomes increasingly obscure in the social sphere. On the other hand, we can not fail to understand that, despite the various contradictions in the field of family and social policy, the results of the Assistance actions address the need both of poor families in relation to the limits of the labor market in capitalist society, the needs of capitalist accumulation.

    This paper aims to examine the gender approach in socioassistenciais services offered by the Centro de Referência de Assistência Social (CRAS) of the municipality of Salinópolis-PA, sought to identify the possible contributions of this service for women users, since they are the main demandatárias of this policy. To achieve this goal of qualitative research was bringing the voice of users collected through semi-structured interview, the method of analysis of this dissertation is oriented under the light of dialectical and historical materialism, which enabled a broad analysis of reality. Thus it was observed that despite the CRAS have potential to contribute significantly to improving the participation of women in public spaces, particularly the poorest, this potentiality is sterilized by the absence of emancipative content, which leads to the conclusion that genre is a category not yet worked on welfare policy, especially in the CRAS of Salinas.

    This study aims to analyze the socioeconomic impacts on the lives of families resettled at the Residencial Antônio Vinagre by the Estrada Nova Basin Sanitation Program (PROMABEN), in the city of Belém-PA. The research was developed based on the dialectical method for the investigation of the phenomenon, having as methodological procedures: bibliographical survey, documentary and field research. The study is based on theoretical references on the production of the capitalist city and the inequality of appropriation of the urban land, processes that directly impact on the production of precarious housing for the fractions of the Brazilian working class that can not access the private housing market , given the price formation mechanisms of urbanized land. With this in mind, in the bibliographical survey, classical and contemporary authors discuss the logic of city production focusing on the process of removing precarious settlements in Brazil throughout the history of urban housing policy. The documentary research consists of the readings and analysis of PROMABEN documents, made available by the Municipality of Belém and the IDB, in order to verify the information about the urban intervention, as well as the new guidelines and / or technical norms for resettlement of families. For the data collection, the application of a structured form with the following variables was used: profile of the resident; work and income; housing situation; situation of public services; political participation and the perception of the resident. Field research, carried out in the second half of 2016, reached 52 (fifty-two) resettled residents for the Comandante Cabano Antônio Vinagre Residential Complex, corresponding to 49,52% of the total families resettled to the Residential until the date of the survey. The analyzes point to the precarious conditions of popular housing constituted in unhealthy and inadequate areas, such as slums, favelas, and, in the case of Belém, the lowlands, which historically are the targets of sanitary urbanistic experiences that prioritize the infrastructure space, to the detriment of the conditions of social reproduction of the families removed. Therefore, the results of this dissertation show that the resettlement of families to the Residencial Antônio Vinagre, carried out by PROMABEN, provoked the disarticulation of the residents' survival strategies. That is, resettlement did not alter the subaltern condition of the working dweller, because the production and use of the city directly corresponds to the social division of labor in space. Therefore, only the change of the place of residence of the workers does not change their survival condition as a working class, because the income conditions remain the same as in the previous area or even worse, and the residents are not able to use in the new residential space the survival strategies they used in precarious settlements, in this case in the lowlands.

    This dissertation research is aimed at understand the process of appropriation, exploration and use of natural resources and their determinations in land market organization on Gleba Nova Olinda I, located at Santarem county of Pará state, as long as its implications for the demarcation of Indigenous Land Maró. For comprehending this process, has been utilized as theoretical referential and methodical Bourdie’s field theory and as empiric, the emblematic case involving the process of land demarcation of land of TI Maró peoples. The main results indicate that: the existence of an escalate process for restructuring the land market, which the State, an important agent for defense of business interests, acting through reorganization, creation and/or flexibilizing legal and administrative instruments – as ADIP’s, swaps, plans of forest managment and others – as strategies to liberate lands for market. As resistance to this process, are peoples and traditional communities, that caused for land market warming , have their territories permanently threatened and as a form of resistance claim ancestral rights to land as the peoples Borari and Arapium, by demarcation TI Maró, thus ensuring survival material and symbolic.

    This paper presents the study on the State Board of Health of Pará (CES / PA) and inter-sector actions in the field of public health policy. As a general objective we sought to investigate how the intersectoral approach is being worked on CES / PA for the effectiveness of health services. And, as a specific objective sought to identify in the ESC / PA documents are actions that characterize the intersectionality are developed, as well as analyze the understanding of the directors on the intersectionality, and identify the limits and possibilities of the ESC / PA for effective intersectoral. The development work was guided by the method of qualitative research, taking as input the bibliographical research, documentary and field, being used in the latter semistructured character interview as instrument to data collection, as well as the systematic observation technique. The results showed, in turn, as the ESC / PA have been inserting in its agenda the discussion of intersectionality, as regards the field of public health policy. So that the documents analyzed (in the period 2013-2015) show that the Council presented actions that denote the intersectionality. In addition to understanding of respondents advisers on intersectionality, in such a way that was undertaken an approach work of the interviews with the literature worked as regards the issue in question, presenting the view of the directors on the subject. And, too, the limits and possibilities of the ESC / PA, indicated by the directors, for the realization of intersectionality.

    The purpose of this dissertation is to discuss the relations and working conditions in the mining-metallurgical sector of Carajás-PA from the perspective of trade union leaders and legal operators working in the region. Based on this study, it is intended to investigate the processes of union demand and negotiation, regarding the defense, guarantee and promotion of social rights. As a theoretical reference of analysis, the research was guided by the critical dialectical method for the better apprehension of the conceptual changes of the categories, as well as guideline of successive approximation with the object in question. In the development of the work, the conceptions of the State and the ideological mechanisms that act as hegemonic force for the attenuation of the crises of the capitalist mode of production, through the subtraction of the class conflicts and control of the relations and work processes in the intention To guarantee the reproduction of bourgeois sociability. In the sequence, the particularity of this capital-labor relationship is evident in the mining-metallurgical activity in Carajás-PA, where the reflexes of productive restructuring act as regulator of a permanent context of flexibilization and precarization of labor relations that interfere directly in the organization Of workers and in the labor time imposed by the productivity rate of the economic companies subsidiaries of Transnacional Vale SA. In light of the above, based on the data collection carried out in the Collective Labor Agreements - ACT's of the mining-metallurgical workers affiliated to SIMETALParauapebas, Vale SA's sustainability report and the interviews with the research subjects, A local context of bureaucratization of labor decisions, where the State power, slow and permissive, acts in conjunction with the new configuration of the union-company relationship and thus contributes to maintaining the concentration of wealth for the business sector and flexibilization or subtraction of social rights for workers. This union / company relationship has been mediated by the instruments for measuring the goals achieved by the level of workers' productivity, which serves as a parameter for the achievement of the social policies of wage benefits and incentives defined in the trade union negotiation processes.

    This researh aims to discuss the urban intervention of the Social and Urban PAC in the community "Fé em Deus" and also verify if the program guaranteed the effective participation of the residents in the planned actions, whereas the PAC program has presented as differential the proposal of popular participation in its execution, which would differentiate it from the centralizing and bureaucratic urban policies historically implemented in the country. This study is based on local observation, photographic record, consultations at official websites, documentary and bibliographical research and interviews, with the theoretical-methodological contribution of authors that discuss urban development policies. The results points that PAC Urbanization of Precarious Settlements in the "Fé em Deus" Community used to reproduce a centralized and bureaucratic policie with a institutionalized participation of the local population.

    Produção habitacional em pequenas cidades paraenses: análise do Programa Minha Casa Minha Vida e planos locais de habitação de interesse social

    This Master's Dissertation aims to determine to what extent the Programa Minha Casa Minha Vida (PMCMV) incorporated the instruments on the Social Housing System expressed within Local Social Housing (PLHIS) 05 (five) small towns in the State of Pará (Aurora do Pará, Limoeiro do Ajuru, Primavera, São Francisco do Pará and Soure). The research was developed based on the dialectical method, and the methodological procedure: literature, documentary and field research. The literature prioritized studies on Property Issues in the capitalist mode of production, with classical authors and contemporary, discussing the construction of urban space in the capitalist dynamics, the logic of housing production, focusing on the production of small Amazonian cities. The documentary research was conducted in 21 PLHIS checking: a) instruments and programs adopted action plans for housing assistance; b) prioritization of areas of intervention; c) meeting criteria for families in housing programs; d) x established local housing need targets; and, e) Minha Casa Minha Vida. The field survey was conducted in five (05) small towns paraenses to develop analyzes of the housing production of the Minha Casa Minha Vida and the same relation to the implementation of Local Plans of social housing, where they were interviewed 20 people total five (5) cities, with the following breakdown: a) interviews with 02 public officials; and, b) interviews with 02 social workers, and an adviser to the Social Housing Fund and a member of the PMCMV Works Monitoring Committee in each municipality. For the analysis of the collected data set 4 variables: a) Characterization of PLHIS; b) characterization of PMCMV; c) relationship between PLHIS and PMCMV; and, d) participation and social control. In particular, on field research conducted in five (5) small towns, it can be said that: 1) the PLHIS constituted as an important housing policy instrument, but the instrument was little used in housing production in small towns studied ; 2) PMCMV in five (5) small paraenses cities, has delayed works, lack of municipal dialogue with financial institutions and use of materials with poor quality in the production of housing, and does not consider the riverside particularity of small towns and; 3) to act outside the framework of SNHIS, the PMCMV failed to incorporate important instruments of decision and social control.
